About the build
The build is very strong because of the new skill you get more Phy. Attack power and with force you decrease the Phy. Defence, so you make high damage without fire.
You should wear Garment because it increase your movment speed and decrease your MP consum.
You put all your Stat Points at STR, but with Force and Garment you have enough MP for the Snow Shield.
With Snow Shield and your High HP you can win vs. every Build in PvP.
In PvM you dont need many Potions with Ice Imbue and Knock down you dont loose many Hp Potions
and with Garment and Force you dont loose too much Mp Potions.
If you a Silk buyer you should buy Repair Hammer because your Weapon get faster broken then you Potions.

Stat Points


You need to put all your Points at STR to get maximum Attack Power.
And with force you get some MP.

Skills

Bicheon - 90
Cold - 90
Lightning - 30
Force - 90

In the Picture you see what you have to Skill.


Bicheon


You dont need the Smashing Series but you can skill it when you want.


Cold


The second Snow shield isnt needed at Max you can let it at level 1.


Lightning


You just need the Speed because Mag Attack Dmg. isn´t needed for a Blader.


Force


Rebirht Art and Natural Therapy is just needed for Pt level.
Cure Therapy is good against European Chars.

When you skill it like me then you need 772,305 SP
And you get for level 1 - level 90 223,009 SP
So you need to farm 549,296 SP
